WebEmacsclient is a command line utility to send commands to a running emacs. So if you have emacs running locally, emacsclient can tell it to open a file or run a lisp command. If you want a local ui for emacs, you need emacs to run locally. I second tramp, though. It's not even slow with the right tweaks.
